The Government has the authority to declare a wetland through an official Gazette notification on either Government-owned or privately managed land. The primary aims of designating a wetland include conserving biodiversity, safeguarding aquatic ecosystems, and fulfilling national and international commitments, such as those outlined in the Ramsar Convention.

Limited activities allowed in a wetland area include constructing watch towers and check posts, facilitating recreation, research, and training, managing fisheries, and following approved vegetation removal protocols. Exceptions or other activities may be permitted by the Government for specific purposes.
